The town hall was built between 1575 and 1577 with originally curved Renaissance gables. However, the current condition of the building has changed due to the reconstruction. During the Second World War, the city suffered severe damage, and the town hall was not spared. The reconstruction was carried out in simplified forms in the years 1948 to 1952. In 1987 the New Town Hall was built next to the Kardinal-van-Galen-Park, as the premises of the Old Town Hall proved to be too cramped over time. An interior renovation of the historic town hall took place in the years 1996 to 1998, during which the registry office and the tourist information moved there. In addition, the Old Town Hall offers space for exhibitions, receptions, awards and other cultural events.
The two- to four-storey eaves building is divided into three parts. It opens onto the market square on the ground floor in an arcade with four pointed arches. The gables, each lined up in threes, face Goldstrasse and Rekumer Strasse. The façade is structured by the rectangular windows, each of which ends with a triangular gable. A carillon was installed on the side facing the market in 1989 to mark the town's 700th birthday. In addition, the Haltern city coat of arms, consisting of a stylized horse halter and a sundial, is attached here.
