The impressive monument stands over thirty feet tall with three statues of soldiers, one holding a sword and a flag, one with a ramrod, and one wearing a holstered sidearm and sword at his side. There are two bronze relief plaques mounted to the base of the monument, one of which on the front of the base depicting a Civil War battle scene, the other on the rear of the base depicts a Civil War naval battle. Also mounted to the front of the base is an oval Pennsylvania State Seal. The inscription on the face of the monument reads:
" Tribute
of
Blair County
in honor of
her sons
who fought for
the Union
1861 — 1865 " On the base to the north side of the monument is a bronze plaque that recognizes the county commissioners of the day, "COMMISSIONERS./M. H. EAGLEY./JOHN HURD./JAMES FUNK". Also on the same side of the base are raised letters reading "ERECTED 1896".
