"Busted in Boom Town" is the second line of the sign with the "first jail" cutout. The cutout is a Texas Ranger because there is a TR on the star. Next to the cutout is a log with chains and there is a silhouette prisoner.

Texas Rangers came to Boomtown Borger in 1929, to clean out the town of corruption, bootlegging, and prostitution, Prisoners were chained together and secured to a log such as this one. This crude jail was used to hold them until their day in court or they could be escourted [sic] out of town.
