William Herbert Adams was born February 15, 1961, Blue Mounds, Dane County, Wisconsin. Born to John Adams, a member of the Wisconsin State Assembly and the Wisconsin State Senate, and Hannah Blanchard.

William H Adams was the founder of Adams State University that specializes in musical studies and educational studies.

Elected to City Treasurer, Then Mayor of Alamosa and later as the Conejos County Commissioner. In 1886 William H Adams was elected to the Colorado General assembly as a member of the Colorado House of representatives. In 1888, the Colorado Senate where he served until 1926. Served as Colorado governor from 1927 - 1933.
