A bronze POW-MIA plaque is set on a square 3' high granite granite base in front of a flag pole that is flying the black and white POW-MIA flag. Newton Foust "Newt" Heisley, a commercial artist, designed the iconic, black and white, POW/MIA image featured on this monument for the National League of Families. The United States Congress recognized this organization as "the symbol of our Nation's concern and commitment to resolving as fully as possible the fates of Americans still prisoner, missing and unaccounted for in Southeast Asia, thus ending the uncertainty for their families and the Nation".
