In a grass median in front of the El Reno Public Safety Center, this is a polish black granite monument with the Lions International emblem engraved at the top. The El Reno Lions Club was established in 1917, and in honor of their 100th anniversary in 2017, they dedicated this monument to the City's first responders.

On the reverse side of the monument, the emblems of the Canadian County Sheriffs, the City of El Reno, the El Reno Police Department, Fire Department and Emergency Management are engraved. Beneath this are the names of the Sheriffs, Police Chiefs and Fire Chiefs who served during the period 1917 to 2017.
On the front, beneath the Lions International emblem the dedication reads:
