The Waterford War Memorial is a 35' high by 15' wide memorial to the veterans of all wars. Three bronze figures set on a granite base.

The central female figure, representing Liberty, is standing on a tall square column. She is wearing long robes and a tiara with a five pointed star. Her left arm is wrapped around an upright folded flag. In her right hand she holds a laurel wreath. On a lower column to her right is a sailor carrying a rifle with a bayonet. He is standing with his left foot in front of his right foot. On second lower column of the same height to her left is a World War I soldier. He is holding a rifle horizontally with his left hand on the barrel and his right hand near the trigger.

The monument was created by A. Ghioli, placed in the Soldiers & Sailors Memorial Park and dedicated in 1922.

This is the largest monument in Soldiers & Sailors Memorial Park. It is next to the entrance to the Troy - Waterford Bridge at the east entrance to Waterford. This is one of the largest and most impressive privately funded, non-specific war memorials I have ever seen.
