The Dr. David S. Pugh Overlook is located at the end of 1st Street, overlooking the Ohio River, in Chester, West Virginia. A bridge formerly spanned the river at this location. The overlook is dedicated to Dr. David S. Pugh who was a local physician and a Captain in the U.S. Army during World War II. The overlook provides a nice view of the Ohio River and the town of East Liverpool, across the river in the state of Ohio.

The full text of the plaque at the overlook reads:

Dedicated to the Memory of
David S. Pugh, M.D.
A man who enriched the lives of our surrounding communities by his
dedication as a physician, his faithfulness as a friend, and an honor to his country.
All streams flow into the sea, yet the sea is never full.
To the place the streams come from, there they return again.
