From the site: "This Little Free Library was created by Larry Wu and Boy Scout Troop #479 as a Boy Scout Eagle Project. Larry and his Troop not only created the library but also a bench for readers to sit and flip through the available books in the library. The library was created on behalf of S.T.A.R. Programs, a non-profit agency, started in 1976, with the support of St. Andrew's Church in Saratoga. S.T.A.R. Programs serve youth and young adults in foster"
