My wife and I adopted one of our dogs from Homeward Animal Shelter. Sandy had a few rough days with us and it took her longer to be comfortable, but she was one of the calmest dogs we have ever had.
Homeward does take in some surrenders, but a limited number as they are primarily a pound rescue organization.
