The Statue of Freedom is a 20' high bronze figure facing on top of the dome of the United States Capitol Building. The statue faces east towards the 1st Street, SE and the Library of Congress. The commission for the was given to Thomas Crawford in 1854. Crawford completed a plaster cast of the female figure before he died in died in 1857. The statue was cast in bronze in 1860 by the Mills Foundry. Installation on the Capitol Dome took place on December 2, 1863. The Freedom is wearing a helmet with the figure of an eagle and she has a ring of stars around her forehead.
The stamp was issued on March 20, 1923 as the high value of a set of 21 regular issue stamps.
