The Stick Style Memorial Hall was constructed in 1874 to serve as a town hall, a memorial to Civil War soldiers, and school classrooms. The building is covered in wood clapboards and has an asphalt-shingle roof. The 2½-story building has an elevated basement providing three floors of space. The building retains much of its original Stick Style detailing. Underneath the windows on the first floor runs a band of board-and-batten siding. The board-and-batten siding is repeated in the gable ends, except the boards are cut to points at the bottom, adding additional depth to the trim. Jigsaw-cut bargeboards also highlight the gable ends, with a large half-round window in the main façade gable end.

Oakham was first settled by British colonists in 1749 as part of Rutland, and was officially incorporated in 1762. It was originally named Oakhampton, but the name was changed for an unknown reason. The village of Coldbrook Springs is part of Oakham, near the Barre line.
