The plaque says ,"While the first Temecula was an Indian village, OLD TOWN was born with the building of a railroad. Directly across the bridge was the site of the former California Southern depot and tracks. Off and on from 1882-1891 the line stretched from San Diego to Colton. Twice, the tracks flooded out in Temecula Canyon, the last time 1891 when services south ended."

The sculpture features an approaching train. It is what it would have looked like if the train tracks were still active (and around) today, but as the plaque suggests they were flooded twice and not economical to replace a third time.
