Wikipedia (visit link) reads:

'The coat of arms is described as: "in gold an eagle of saber, beaked, tongued and footed in throat, the shield covered with the imperial crown of the Holy Roman Empire and held by two armored warriors with sashes of white and red, holding in the the other hand, a lance with a pennant of white and red, seized on the broach side as a banner by the weapon. "

Sable and throat are heraldic colors and represent black and red respectively. Yellow can also be used for gold.

Deventer had three coats of arms, which have many similarities. All coats of arms have a black eagle on a gold background and bear the imperial crown. The shield holders were not added to the shield until the third coat of arms.

Description of the first coat of arms, awarded on July 15, 1818: "Of gold, laden with a black eagle, with red feet, having on its head a gold imperial crown. The shield covered with such a gold crown."

The eagle looked to the left (seen from behind the shield, so for the spectator to the right). This is quite unusual and from 1890 the weapon was modified on that point.

Description of the second coat of arms, awarded on April 29, 1890: "In gold a saber eagle turned head to the right, crowned with the Imperial German Crown, tongued and clawed at its throat. The shield covered with its Imperial crown."
