Frank Turner had tremendous impact during his three decade career with the City of Plano. His legacy of excellent service and outstanding achievements in the planning and development of Plano played a vital role in creating the quality of life our citizens enjoy every day. As Deputy City Manager, Frank oversaw the city's development-related functions, including planning, building inspections, engineering, public works, transportation, community development, sustainability, and property standards.' Frank also represented the City of Plano on state legislative affairs. One of Frank's greatest developments was the redevelopment of downtown Plano, named a Great Place in America by the American Planning Association.
