There is another relief intaglio on the back side of the monolith. That one is harder to make out, but has a large star at the bottom. I also see a large eagle's head.
Pierre Bourdelle (1903-1966) sculpted the relief intaglios.
"Pierre Bourdelle (1901-1966) was born in Paris, the son of a famous sculptor, Antoine Bourdelle. He studied under Rodin who had in turn studied under his father, Antoine. He moved to New york in 1929 and began work on large murals and reliefs for architectural projects, including homes but also railway stations."

The intaglios and statue were commissioned by the state of Texas to be dedicated to Sidney Sherman, a Texas war hero during the Battle of San Jacinto and following.
