This is quite a found! A washing house in the heart of a big city like Lisbon! It's located in a narrow street of Alfama, one of the classic neighborhoods of Lisbon. It's supposedly public but it's usually locked. Perhaps the neighbors who would use it have a key.
It's possible to have a good view of it even when it's locked.
