Zachary T. Hogenson, a former Fennimore police officer, is facing a charge of repeated sexual assault of a child. This comes following his arrest at Ft. McCoy where he was training to be a Wisconsin State Patrol Officer.

If convicted of the Felony charge, Hogenson, 31, of Fennimore, could face a fine of not more than $100,000, imprisonment of not more than 40 years or both. Hogenson was arrested on a warrant on Thursday Nov. 7, following a lengthy investigation.

The investigation into Hogenson began in June of this year and was conducted by the Iowa County Sheriff’s department. It (the investigation) stems from alleged assault that happened between 2007 and 2008.

According to the criminal complaint issued by the Grant County Circuit Court, Hogenson and the victim met at school when the victim was in seventh grade and Hogenson was a senior. The victim would have been 14 years old at the time, and Hogenson, 19. As the school year continued, the victim reported physical and sexual contact between the two progressing.

The criminal complaint describes various sexual acts between the two, noting that the victim expressed on occasion it was “something she did not want to do,” and that she was “crying” during some encounters.

Hogenson was employed with the Fennimore Police Department from November of 2018 to July of 2019, when he left to prepare for employment with the Wisconsin State Patrol.

The Fennimore Police Department has released a statement noting their dismay over the alleged incidents.

“Mr. Hogenson was employed as a part-time police officer for the city of Fennimore from November 2018 to July of 2019 when he left to prepare for full-time employment with another law enforcement agency,” Fennimore Chief of Police Chris French commented. “The police department is deeply disturbed to learn details of the alleged conduct in 2007 and 2008 that resulted in the sexual charge against Mr. Hogenson. In order to ensure an unbiased investigation into complaints regarding current or former police officers, it is standard practice to request an outside agency to investigate complaints of a criminal nature.”

The Grant County Clerk of Courts noted that Hogenson appeared via video from Monroe County for his initial appearance prior to his release. According to the court documents, Hogenson was released on a $10,000 signature bond and picked up by his parents in Monroe County.

Hogenson was also ordered by the court to have a counseling assessment completed.

It was reported on Friday, Nov. 8 that Hogenson was subsequently fired from the Wisconsin State Patrol.

Hogenson is due in Grant County Court on Dec. 12 at 11 a.m. for a preliminary hearing.
