En 1713, le traité d’Utrecht ratifie le rattachement d’Ypres et de sa châtellenie à la Maison d’Autriche et provoque le transfert à Bailleul du bailliage et siège présidial, cour de justice pour toute la « Flandre française du côté de la mer ». Expression du classicisme français, ce bâtiment érigé en 1776 est le seul bâtiment public de Bailleul à avoir échappé à une destruction totale. Il est restauré en 1920 pour relever les deux travées de droite et la toiture abattues pendant la guerre.
