This is a mysterious anchor. There isn't a plaque on the spot or any other explanation about the anchor or the reasons for its placement. It happens that Salta is truly inland, hundreds of quilometres from the closest water surface big enough to have boats with such anchors.
It's located by the train station of Salta.
