Per a plaque in front of the pavilion at Keel Cemetery, it was constructed in 1991 in memory of the family of Sadie Keel Homer. The cemetery is about six miles north of Lebanon in rural Marshall County, OK.

This is a prefabricated metal structure with a modern, wooden roof with shingles. It is more functional than decorational, with room for nearly a dozen picnic tables. It's a nice place to get out of the sun and have lunch, and probably sees the majority of its use on decoration days. There's no lectern, but it probably has covered a few funeral services. A bronze plaque is attached to a small, red granite base in front of the pavilion, noting its provenance.

Presumably, the Keel family are being honored, but there's no problem assuming that the memorial is for Mr. Homer's family as well. There's not nearly as much to be found about the Homers as there is the Keels, who were an early area family. Interestingly, Mrs. Homer's father, Colbert Keel, was killed in nearby Marietta during a thwarted bank robbery attempt in 1928, when he would have been classified at the time as an "old man" in his late 50s. Mrs. Homer herself had very deep Chickasaw roots, having been a great-granddaughter of Edmund Pickens, first elected Chickasaw Chief following the tribe's removal from the old Chickasaw Nation east of the Mississippi River. She was a nurse by trade, and very active in her community in various organizations.
