The Municipal Office is a simple two-story building with a Classicist facade and a central entrance portal on the ground floor decorated with the coat of arms of the town.
Svoboda nad Úpou (German: Freiheit an der Aupa) has a population of 2,082 and lies in the Krkonoše Mts. in the valley of the Úpa River. Based on the Simon Hüttel of Trutnov Chronicle, Svoboda was founded in 1009, but the first historic record dates from 1533. Settlement was granted the status of market town by Emperor Ferdinand I. in 1546, receiving many privileges of a mining town. Svoboda was elevated into a town by Emperor Rudolf II. in 1580. The gold and silver mining declined in the region during the 17th century, but Svoboda became an important industrial town when paper mills were built here in the 19th century.
