Boca is a poor neighborhood, a place where leftist ideals have fertile ground to grow. This couldn't be tolerated by the right wing dictatorship which was in power in Argentina from 1976 to 1983. During this period 30.000 people vanished, probably killed by the government.
This mural is a homage to those who disappeared in the neighborhood. The names are written there and it's interesting the socialist style of the paintings. Note the fists, the muscles and the facial style.
Although the mural is not signed, we can see that it was painted in 2011. It can be read 1976 - 2011.
The title is Militantes Populares, which can translate as People's Militants. Which ironically excludes those who perished not being militants.
