The Center for Emergency Management Education & Research North Dakota State University has a web-site that states "The mission of the Center for Emergency Management Research (CEMER) is to advance emergency management’s development as an academic discipline and profession. This mission is articulated through three areas of activity—the first encompasses a range of activities related to education, the second includes research activities, and the third involves efforts to bring about synergy between emergency management training and education and emergency management scholarship and practice."
The primary, ongoing focus of CEMER's research concerns synthesis of the academic research on various topics related to hazards, vulnerability, and the consequences of their interaction generated by all of the academic disciplines studying the topic. Synthesis efforts focus on:
* Developing a holistic understanding of what research teaches us about a given topic
* Making explicit connections to what is learned through synthesis to the development of emergency management theory
* Identifying where gaps in understanding lie
* Conducting research to explore/test theory generated by synthesis efforts, and
* Developing synthesis-based teaching resources related to those topics.
