The relief plaque is located on the outside wall of Holmes Chapel library on London Road.
The square Bronze by Olivier Delcourt was presented to Holmes Chapel to commemorate 10 years of twinning with Bessancourt.
The square Bronze depicts two females in profile facing each other, one is holding a bunch of flowers out to the other who is reaching out with an open hand. There are two birds and an angel in the sky between them.
The figures are wearing decorative headbands and necklaces. The bodices of the dresses have raised circular designs. Beneath the figures there are blocks depicting a wall/ building.
The dates 1980 - 1990 are inscribed in the middle of the bottom frame.
A plaque mounted on the library wall beneath the Bronze by Olivier Delcourt is inscribed as follows;
