"Roger Foulon, né le 3 août 1923 à Thuin et mort dans la même ville le 25 février 2008, est l'auteur de quelque 120 titres parmi lesquels on trouvera des romans, nouvelles, essais, poésies et chroniques. Il fut également instituteur puis journaliste indépendant pour divers journaux locaux dans lesquels il relata la vie thudinienne durant de nombreuses années.
Président de l'Association des écrivains belges de langue française de 1973 à 1994, Roger Foulon fut élu en 1999 à l'Académie royale de langue et de littérature françaises de Belgique et fut membre du Fonds national de la Littérature
10 ans après la mort de Roger Foulon, figure emblématique de Thuin, une représentation en bas-relief en bronze de son profil sur un livre ouvert est fixé sur le mur du Martinet, à côté de la porte d’entrée de la bibliothèque éponyme.
La stèle est l’œuvre de Michel Dussart, un des fondateurs avec lui des Artistes de Thudinie. "

President of the Association des écrivains belges de langue française from 1973 to 1994, Roger Foulon was elected in 1999 to the Académie royale de langue et de littérature françaises de Belgique and was a member of the Fonds national de la Littérature
10 years after the death of Roger Foulon, an emblematic figure of Thuin, a bas-relief bronze representation of his profile on an open book, is fixed on the wall of the Martinet path, next to the entrance door of the eponymous library.
