In the centre of the best known Sydney beach is this iconic building, built as changing rooms for the bathers at the beach. At the beach-side entry is a grey granite Foundation Stone, with the following gilded inscription:

From the Australian Heritage Database is the following Description:
"[This is a...] Rendered brick and concrete structure. The two storey building has a colonnade frontage of 398ft and is 158ft deep. Designed to accommodate 12,000 visitors at any one time. Downstairs includes dressing accommodation, shop, Turkish baths, while upstairs had ballroom (72ft by 38ft) with stage, kitchen, private dining room and offices."

While the Foundation Stone was laid in 1928, it was wasn't opened until 21 December 1929. The Pavilion was well used for the next two decades, including during Second World War, when the ground floor was used by the American Red Cross and as the 'Officer's Club'. By the mid-1950's, with changing swimming costume designs and materials, the changing rooms weren't being used as much. In 1977/8 the change rooms were demolished, with an art gallery, netball court, and amphitheatre built, becoming a Community Centre. It is still a community centre with film festivals being held here.
