In 1984 the Sister City relationship between Portland, ME and Shinagawa, Japan was formally established through formally affiliated through Sister Cities International in Washington, D.C. The aim was to encourage mutual understanding between the people of these two diverse communities.

Both Shinagawa and Portland are seaport communities. Shinagawa is a highly commercialized and densely urban community of 340,000 residents around Tokyo. Portland is the largest city in Maine with a population of 66,882.
