These are 8-spoke steel Wagon Wheels, set out in pairs of, a large (3' - ~90cm) and a smaller (2' - ~ 60cm) wheel tied together, and propped back, above the concrete culvert of the crushed gravel driveway.
The smaller Wagon Wheels appear to be cast in one piece.
