From an information panel on site:

Otter Armoured Car

The Otter was an early Canadian effort to build an armoured car during the Second World War.

General Motors of Canada built more than 1,700 Otters in 1942. Based on the British Humber Light Reconnaissance Car, they were designed by the Hamilton Bridge Company and used a Chevrolet 4X4 chassis They proved underpowered but reliable. The Canadian Army used Otter armoured cars in Europe to escort convoys and to conduct reconnaissance. Some Otters were also used by the British Forces.
