From Wikipedia, (visit link) :

The outlet occupies the restored Great Western railway works and is owned by McArthur Glen. Built by Tarmac Construction and opened in March 1997, it is located a few miles from junction 16 of the M4 motorway.

There is plenty of restored machinery across the outlet space, from presses to cranes and even a locomotive by the food court! A must visit place for those interested in the industrial era.
