William James Blacklock was born in 1816, the son of a bookseller and publisher. In 1818 the family moved to Cumwhitton in Cumberland. After an apprenticeship in publishing, Blacklock was taught art by Mathew Ellis Nutter at the Carlisle Academy of Art. Blacklock exhibited atthe Academy in 1833.
In 1836 Blacklock moved to London. He earned praise for his work from JMW Turner and Thomas Creswick. He exhibited at the Royal Academy, Society of British Artists and the British Institution between 1835 and 1855. In 1850, with failing health, Blacklock moved back to Cumwhitton. He died in 1858 aged 42.
The Watercolour painting is in the Abbott Hall Museum collection in Kendal.
