Tjumen hat durch seine reichen Bodenschätze internationale Bedeutung erlangt. So werden im Norden des Tjumener Gebietes rd. 80 % des russischen Erdöls und 90 % des russischen Erdgases gefördert. Die Stadt Tjumen selbst ist hoch industrialisiert und verfügt über eine ausgezeichnete Infrastruktur.
Trotz ihres Alters von über 400 Jahren ist die Stadt Tjumen nicht zuletzt durch ihre Universität und die große Zahl von Bildungs- und Forschungseinrichtungen eine überaus junge Stadt mit einem hohen Anteil gut ausgebildeter Menschen.
Die Partnerschaft mit Celle wurde 1994 gegründet und entwickelt sich ausgezeichnet.
Der Schwerpunkt der Zusammenarbeit soll im Bereich der wirtschaftlichen Beziehungen liegen. 1996 wurde gemeinsam eine Standortbroschüre für Tjumen in deutscher Sprache herausgegeben, die auf Anforderung von der Stadt Celle kostenlos an Unternehmen abgegeben wird.
Auch auf dem Gebiet des Sportes, der Bildung und des Gesundheitswesens entwickeln sich gute Kontakte. Es haben gegenseitige Besuche, Praktikumsaufenthalte bzw. Seminare von Ärzten, Verwaltungsfachleuten, Lehrern und Studenten stattgefunden.
