This water tower exists in Stockton and has logos on the side that say:

Stockton
All-America City
2004
1999

And another logo on the side that reads:

California
Water Services Co.

I researched the 'All-America City' claim online and sure enough, Stockton's own website makes that claim (at the bottom of the page) here. I found that somewhat entertaining for the reason that I know that Stockton is a very violent and gang-infested area of California. Even Wikipedia attests to this by saying this on Stockton's page:

The city has recently been hindered by notoriously bad rankings and news headlines. In July 2012, Stockton became the largest city ever to file for protection under Chapter 9 of the US Bankruptcy code.[3] Also in 2012, the city was ranked one of the most dangerous cities in America, coming in 10th place, and is the 2nd most dangerous in California (just behind Oakland).[4] In 2013, Stockton was ranked as the 3rd most illiterate city in the U.S. with less than 17% of adults holding a college degree.[5]
