This hydrant, located along 6th Avenue near the Belmont, California City Hall, commemorates the actions of Quentin Kopp to save uniquely painted fire hydrants in California. Senate Bill 1437, which you see him holding, allows the use of street reflectors to indicate fire hydrant flows rather than the color of the hydrant itself. Here is a link to the text of SB 1437. The hydrant is dated March 20, 1999 on the bottom.
