It's purely conjecture, but Charlotte and Andrew could be husband and wife, with Joseph and Martha as a Johnson son with his wife. Findagrave sheds no light, and it's interesting to note late death dates from when these monuments were on the decline (1922) and no longer being produced (1945). The family name, "Johnson", is on plinth on the front of the monument, which is typical of zinc monuments of this size, with floral detail throughout. Panel one reads:

Charlotte C. Johnson

Born July 24, 1849
Died May 1, 1922

Panel two features a rose bouquet, while panel three reads:

Joseph L. Johnson
April 1, 1882 - Dec. 27, 1911

Martha Page Johnson
Sept. 4, 1884 - Apr. 5, 1945

Panel four reads:

Andrew G. Johnson,

Born Nov. 1, 1847,
Died Oct. 28, 1909
