From the Reading Eagle: The monument honors the USS Maine, which sank in Havana Harbor on Feb. 15, 1898, killing 266 crew members. The incident was a critical event on the road to the Spanish-American War.

On August 1, 1914, the anchor from the USS Maine was presented to the city of Reading. From the Reading Eagle about the re-dedication of the anchor on August 4, 2014:

12,000 people filled the area of 11th and Penn Streets when Franklin D. Roosevelt, then-assistant secretary of the Navy and future president, dedicated the anchor to the city.

As a result of the Spanish-American War in 1898, Spain ceded Puerto Rico to the United States. The U.S. would later give Puerto Ricans citizenship though 1917's Jones Act.
