One of two dedicated benches within Sturdivant Park and near a boat ramp contains a plaque that reads:

EUGENE LANE CROUCH
SON-FATHER-HUSBAND
FRIEND TO YOUTH

The only info I was able to quickly gather on Eugene Crouch is that he was born on May 18, 1923 and he died in August 1985 at age 62 and was a longtime teacher.
