I found no info on Harold Stemler.

This brass plaque is a dedication for the flagpoles in Metter Park. The flagpole are approximately 20 foot tall and fly the National, State and Local flags respectively. The plaque is at the base of the central National flagpole. The plaque reads:

"In honor and loving memory of

HOMER STEMLER
Feb 23, 1940 - Nov. 12, 2002

Dedicated Board Member
and
Loyal, Faithful, and Devoted Advocate
of
Columbia Sister Cities

Committed Proponent of Friendship and Cooperation between
