Ce monument de la ville de Québec est un don de la République orientale de l'Uruguay. Il a été inauguré le 28 octobre 2011 en présence du ministre du Développement économique, de l'Innovation et de l'Exportation et ministre responsable de la région de la Capitale-Nationale, M. Sam Hamad, l'ambassadeur de la République orientale de l'Uruguay, M. Elbio Oscar Rosselli Frieri et la consule générale d'Uruguay à Montréal, Mme Beatriz Nunez Rivas.

Le Général uruguayen, José Artigas (1764-1850) fut le premier chef du mouvement pour l'indépendance de l'Uruguay. Ayant d'abord joint la révolte contre l'Espagne née en 1810 dans ce qui est aujourd'hui l'Argentine, Artigas fit bande à part dès 1814. Dès lors, il lutte pour l'indépendance de l'Uruguay, à la fois contre l'Espagne, les insurgés argentins et le Portugal. Artigas mène ses troupes à la conquête de Montevideo en 1815 mais doit finalement s'incliner contre les Portugais en 1820. Le futur territoire uruguayen est alors annexé au Brésil et Artigas est contraint à l'exil au Paraguay.

The bust José Artigas is a gift from the Eastern Republic of Uruguay. It was inaugurated on October 28, 2011 in the presence of the Minister of Economic Development, Innovation and Export Trade and Minister responsible for the Capitale-Nationale region, Mr. Sam Hamad, the Ambassador of the Eastern Republic of Uruguay, Mr. Elbio Oscar Rosselli Frieri and the Consul General of Uruguay in Montreal, Mrs. Beatriz Nunez Rivas.

Uruguayan General José Artigas (1764-1850) was the first leader of the Uruguayan independence movement. Having first joined the revolt against Spain born in 1810 in what is now Argentina, Artigas banded apart from 1814. From then on, he fought for the independence of Uruguay, both against Spain, the Argentine insurgents and Portugal. Artigas led his troops to conquer Montevideo in 1815 but finally had to bow against the Portuguese in 1820. The future Uruguayan territory was then annexed to Brazil and Artigas was forced into exile in Paraguay.
