Located in the center of the plaza and surrounded by memorials. Basin has a wide lip so you can sit on it. The edge of the lip has stars at intervals.

Water is approximately two feet deep. The water comes up in eight places in tiled center of the fountain. The tiles are iridescent when viewed at the right angle.
