The plaque says, "This unique plank road, seven miles long, was the only means early motorists had of crossing the treacherous Imperial sand dunes. The 8-by-12-foot sections were moved with a team of horses whenever the shifting sands covered portions of the road. Double sections were placed at intervals to permit vehicles to pass."
From the guidebook on page 638, "California: a guide to the Golden State": Vestiges of the Old Plank Road (L), parallel the highway at 14.6 m. This was built in 1914 and followed the contours of the sand
hills across the desert; the present highway skirts their tops. Constant shifting of the sand made this narrow plank road expensive and difficult to maintain.
