Queen Victoria visited the Cote d'Azur on the French coast a number of times and stayed in Menton in 1882. These visits helped to popularise the Cote d'Azur as a holiday destination for UK residents.

The arms stand in a small fountain and have a relief sillhoute carving of the head of Queen Victoria at the base.

The arms were opened by Queen Victoria's grand daughter, Lady Patricia Ramsay on 21 February 1960.

A inscription the back of the monument is as follows.
