The lookout was officially opened by the Mayor Paul J Saphin & this is recorded on a brass plaque embedded into a squarish boulder. I couldn't find any information about this mayor, either in the Municipality of Kiama - Wikipedia or Kiama Library Services - a brief history of Kiama or anywhere else I looked.
The plaque is worded:
LITTLE BLOWHOLE RESERVE
"ENDEAVOUR LOOKOUT"
Officially Opened By His Worship The Mayor, On The
28th. August 1971 To Commemorate The 200th
Anniversary of the Discovery And Exploration Of
The East Coast Of Australia By Captain James
Cook in 1770.

Interestingly you can't see the Little Blowhole from the lookout but there is a good view of the coast. You need to walk further down to the railing to view it.
