An unusual sculpture on a suburban street verge

The sculpture was an entrant in the 2012 "Sculptures by the Sea" exhibition on Cottesloe Beach and was donated to the Town of Cottesloe by Mr Kerry Harmanis for part of their evolving collection for permanent display for the public to enjoy. It is on display outside a neighbourhood shopping centre.
On the bottom of the accompanying plaque is the statement :-
" The lighthouse is a sign that warns and protects. It location and presence is a reassurance in an otherwise alien environment."
