A school bus driver wasn’t cited in a bicyclist’s death, but the decision on whether to file charges remained pending as officials awaited the results from a routine blood draw, authorities said Monday.

A Galveston school bus struck and killed George Allen Hackett, 75, on Friday afternoon as he walked his bicycle north on 51st Street at the Broadway intersection, according to a Galveston police report released Monday.

The report didn’t reveal whether Hackett was in the crosswalk, but police found one of his shoes touching the white crosswalk line in the eastbound lanes.

The bus driver was taking 28 Ball High School students north on 51st Street when she turned east onto Broadway.

The wreck report states the driver told police she had a green light when making the turn. Hackett was going west on the south side of Broadway.

The police report didn’t clarify whether Hackett was cycling west in the eastbound lanes or whether he was on the sidewalk. Hackett stopped at the 51st Street intersection. Police said they believe Hackett dismounted and began walking his bicycle north when he was struck.

Hackett died at the scene. His bicycle came to rest about 10 feet from the crosswalk, and his body was found just east of the bicycle beneath the rear bumper of the bus. The rear of the bus appeared to be at least 20 feet from the intersection.

Police had the bus driver’s blood drawn to test for the presence of alcohol, which is a standard procedure in fatality accidents. “There are no indications alcohol was a factor,” police Lt. Michael Gray said.

All of the students aboard the bus were teenagers, the youngest 15 and the oldest 19, the wreck report states. The school district planned to have counselors available Monday for the students if needed, the school district said.
