An obstacle awaits you once you dock at Valletta Waterfront. You are confronted with the 60 meter (190 foot) high walls of the City. You have two choices. First, you can choose to use the zig-zag roads up Crucifix Hill into Floriana and enter Valletta by the west gate. Second, you can walk 500 meters east along Lascaris Wharf, on the waterfront, and then take the Upper Barrakka Garden Lift (1 Euro to go up; free to go down) over the wall into Valletta and, as a bonus, take in a magnificent view of the Grand Harbor from the Upper Barrakka Garden. We chose the latter.
