Stanford campus has approximately 25 fountains scattered around and this fountain looks to be one of the newer additions, located in front of the Department of Athletics. I could obtain no information on who the designer of the fountain is.
Stanford students have a tradition of 'fountain hopping', whether it's before a big football game or to let off steam after a big test. Stanford freshmen are usually the main group one can find hopping from fountain to fountain.
