Located at the Wapsi River Environmental Education Center, jointly operated by the Clinton and Scott Counties Conservation Board. It is the former Boy Scout Camp near Dixon, IA. The observatory is available during special program evenings as scheduled.

The domed structure is 16 1/2 feet wide with a rotating shutter opening. It houses a 14-inch Cassegrain-Newtonian reflector. A nearby structure has a roll-off roof, that houses several smaller scopes, including a 14-inch and 12-inch Newtonian reflectors.
