The old sign appears to depict a tin man carrying a bag of cans that have been painted on the bag he has slung over his shoulder. On the tin man's body on the east side of the sign, you can just barely see the word CANS painted on it. However, the cans may not have been what was originally depicted on the bag. From what we can tell, this location had an old scrap metal business (Scrap Aluminum Processors) on it. The building where the sign is located was constructed in 1952 (visit link) during the later years of the OST's heydey. The tin man sign is slightly reminiscent of The Wizard of Oz tin man, so this sign was likely a fun sight for travelers on the OST.
